Fiscal Analysis

This bill would require TEA to develop interactive electronic tutorials that provide a comprehensive review for each end-of-course assessment. The tutorials would have to be available not later than the 2020-2021 school year. The bill requires free access to the tutorials for students and teachers.

Methodology

TEA estimates that the development of 6 hours of interactive content for an end-of-course assessments would be $600,000. There are 5 end-of-course assessments; therefore, the approximate total cost of development would be $3,000,000 ($600,000 * 5 assessments).  Development costs would be equally shared across fiscal years 2020 and 2021.

TEA estimates a cost of $3.00 per student to access the tutorials.  In the 2019 school year, 1,927,301 students are expected to take end-of-course assessments.  TEA assumes that an estimated 25% of students taking these assessments would access the tutorials made available under the bill, resulting in annual costs of $1,445,475 (1,927,301 student * 25% participation * $3.00). 

Technology

The bill requires TEA to develop and make available electronic tutorials for end-of-course assessments.  TEA anticipates these requirements to be met through professional services contracts. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
