No significant fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to the training requirements for a person appointed as a county jailer could be absorbed using existing resources.

Local Government Impact

According to the Texas Association of Counties (TAC), Dallas County and El Paso County report that the bill would have no fiscal impact on their county because both counties only appoint individuals who have completed the required training to jailer positions. Cameron County, however, appoints individuals who are in the process of completing training to jailer positions. As a result, the county expects the bill would have a fiscal impact of $1.6 to $3.5 million each fiscal year due to increased overtime and training costs, and losses in revenue received from federal agencies for housing prisoners.
