No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to create a zero-emission vehicle program at the Commission on Environmental Quality (TCEQ). The commission would establish and administer the zero-emission vehicle program to award grants to certain governmental entities, regional planning commissions, councils of governments, or private nonprofit organizations in the state. The bill does not identify the source of funding for the zero-emission vehicle program. The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Based on analysis of the TCEQ, duties and responsibilities associated with establishing and administering the zero-emission vehicle program could be accomplished by utilizing existing resources. TCEQ indicates that additional staff resources would be needed if an amount were to be provided for program grants in excess of $10,000,000 for the 2020-21 biennium.
