No significant fiscal implication to the State is anticipated.
The bill would amend the Government, Health and Safety, and Water codes to require the Texas Commission on Environmental Quality (TCEQ) to conduct a regulatory analysis prior to adopting an environmental rule that identifies the problem the rule is intended to address and determines if the rule would be necessary to addressing the problem. The bill would also require TCEQ to incorporate a draft impact analysis describing the rule's anticipated effects with contents defined in the bill and that the agency prepare a final regulatory analysis of the proposed rule after consideration of public comments. Based on information provided by the Texas Commission on Environmental Quality, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
