No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to make the Texas Water Development Board (TWDB), rather than the Texas Department of Transportation, the administering body of the Ship Channel Improvement Revolving Fund No. 5167. This fund is an account within the General Revenue Fund which may receive gifts, grants, donations, appropriations, loan repayments, and interest. Funds may only be used to administer Fund No. 5167 and as a funding source for a revolving loan program to finance projects of navigation districts. Eligible projects must deepen or widen a ship channel. No funding has been appropriated to Fund No. 5167. The bill would take effect September 1, 2019.
Based on the analysis of TWDB, the Texas Department of Transportation, and the Comptroller of Public Accounts, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
