April 12, 2019

TO:
Honorable Stephanie Klick, Chair, House Committee on Elections

FROM:

IN RE:
HB3964 by Bohac (Relating to the location of countywide polling places within a county.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to provide that the percentage of all countywide polling places located in each commissioners precinct must be as equal as mathematically possible to the percentage of registered voters of the county who reside in each commissioners precinct. The bill would also require that in certain counties the percentage of all countywide polling places located in each state representative district must be as equal as mathematically possible to the percentage of registered voters of the county who live in each state representative district.

According to the Secretary of State (SOS), the bill would have no significant fiscal impact. The office could update advisory and training materials using existing resources.

Local Government Impact

According to SOS, the bill would have no significant local impact.

According to Bexar County, the county does not anticipate a fiscal impact from the bill. The county does note, however, that the number of registered voters is a moving target as the county enters additional voters throughout the early voting period.
