Fiscal Analysis
The bill would amend the Education Code to require each student to be fully immunized against bacterial meningitis, except as allowed under current law, and to show proof in accordance with the recommended immunization schedule adopted by the Department of State Health Services (DSHS).
Methodology
Under the bill, DSHS assumes that it would adopt the 12th grade meningococcal vaccine dose requirement for students to receive a quadrivalent meningococcal conjugate vaccine dose and booster dose to ensure all school-aged adolescents are fully vaccinated against bacterial meningitis.
DSHS further assumes it would purchase the vaccine for immunization of an estimated 2,040 underinsured 12th graders seen by private health care providers enrolled in the Texas Vaccines for Children (TVFC) program. Based on information provided by DSHS, and based on the federal contract price of $86.89 per dose for the publicly funded meningococcal vaccine in fiscal year 2019, the LBB estimates an annual cost of $177,256 to General Revenue.
