Additionally, a determination on whether an agency's budget contains an appropriation for a particular program is oftentimes subjective.
The bill would amend Section 403 of Government Code relating to state programs not funded by appropriations.
The provisions of this bill would amend Section 403.0147 of the Government Code to provide that a state agency would not be required to implement a program identified in the two most recent reports made under this Section and for which no appropriation was made for the current fiscal year.
