LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

May 14, 2019

TO:
Honorable Brandon Creighton, Chair, Senate Committee on Higher Education

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB4165 by Pacheco (Relating to authorization by the Texas Higher Education Coordinating Board for certain public junior colleges to offer baccalaureate degree programs.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code relating to authorization by the Texas Higher Education Coordinating Board for certain public junior colleges to offer baccalaureate degree programs. While the provisions of the bill could potentially result in an increase in formula funding by the state, this analysis assumes that because the number of public junior colleges that would be impacted by the bill is limited, the fiscal implication to the State would not be significant.

Local Government Impact

No fiscal implication to units of local government is anticipated.
