HB4183 by Parker (Relating to addressing adverse childhood experiences and developing a strategic plan to address those experiences.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission, in collaboration with the Department of Family and Protective Services, the Department of State Health Services, the Texas Education Agency, the Texas Workforce Commission, the Office of the Attorney General, the Texas Juvenile Justice Department, and an institution of higher education with relevant expertise, to analyze data related to the causes and effects of adverse childhood experiences; evaluate prevention needs and gaps in services and support; identify best practices for prevention and treatment of adverse childhood experiences; and implement a five-year strategic plan, which would be developed not later than December 31, 2020.

The Health and Human Services Commission indicated that they would incur minimal costs in implementing the bill. This analysis assumes that the provisions of the bill could be implemented using existing resources. Other participating agencies indicated no significant fiscal impact would be anticipated.

No significant fiscal implication to units of local government is anticipated.
