HB4199 by Flynn (Relating to eliminating the wrongful birth cause of action.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Civil Practice and Remedies Code by prohibiting a wrongful birth cause of action on behalf of any person who would not have been permitted to be born but would have been aborted. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
 
The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, or September 1, 2019.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
