May 16, 2019

TO:
Honorable Joan Huffman, Chair, Senate Committee on State Affairs

FROM:

Legislative Budget Board

IN RE:
HB4248 by Kuempel (Relating to specifications for legal papers filed with a county clerk.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the requirements for filing or recording legal paper with a county clerk. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.

The bill would take effect September 1, 2019.

Local Government Impact

The Texas Association of Counties anticipates provisions of the bill would improve the accuracy of filing documents reproduced by District and County Clerks, especially real property records, and is not expected to have a significant fiscal impact on counties.
