LEGISLATIVE BUDGET BOARD

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 8, 2019

TO:
Honorable Lyle Larson, Chair, House Committee on Natural Resources

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB4293 by Paul (Relating to the maintenance and operation of certain projects by certain drainage districts.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Acts of the 57th Legislature, 1962, to authorize certain drainage districts to enter into certain partnership agreements with the United States Army Corps of Engineers.  The bill would authorize entry into a public-private partnership to fund a local share of the costs of the operation and maintenance of projects undertaken.  The bill would require a biennial report from districts to the General Land Office (GLO) and the Legislature on expenditures of state money for any project.

While the bill requires a report on any expenditures of state funds the bill does not create an obligation for any action on the part of GLO or the Legislature in response to this required report.

Local Government Impact

No significant fiscal implication to units of local government is anticipated from this bill.  Preparing the required report to GLO and the Legislature on any expended state funds could likely be accomplished using existing local resources.
