No significant fiscal implication to the State is anticipated.

The bill would require the Department of Family and Protective Services (DFPS) to award grants to increase the availability of prevention and early intervention (PEI) services in all communities in the state based on a community's needs assessment and PEI's strategic plan. DFPS would be required to submit a report each even-numbered year regarding the performance of each grant recipient during the preceding fiscal year.

DFPS, the Health and Human Services Commission and the Office of Court Administration, have indicated that the provisions of the bill could be absorbed using existing resources.

Local Government Impact

The Texas Association of Counties estimates there may be a positive fiscal impact in some counties and a negative fiscal impact in other counties by altering the criteria used to assess communities' needs for grants. However, the impact to individual counties cannot be determined at this time.
