No significant fiscal implication to the State is anticipated.
The bill would amend Transportation Code §503.029 to require certain new applicants for a dealer general distinguishing number (GDN) who propose to be independent motor vehicle dealers to submit to the Department of Motor Vehicles (DMV) evidence of completion of a department approved dealer education course. The requirement would apply to an application for an original dealer GDN filed with DMV on or after September 1, 2020. The bill would authorize DMV to approve a dealer education course only if it meets certain specifications prescribed by the bill. The bill would require DMV to begin accepting applications for approval from providers of dealer education courses no later than January 1, 2020.
Based on the information provided by DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
