HB4526 by Swanson (Relating to civil liability for performing certain abortions; providing civil penalties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Civil Practice and Remedies Code and the Health and Human Services Safety Code to provide that a person is liable for damages from a violation of certain prohibited acts regarding abortion and establishes a framework for the imposition of a civil penalty.
 
Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
 
The bill would take effect September 1, 2019.
