No significant fiscal implication to the State is anticipated.
The bill would amend the Water and Health and Safety codes to require local floodplain managers that have information regarding floodplains, flood-prone areas, or flood-risk zones in the manager's political subdivision that is more recent than the existing Federal Emergency Management Agency's Flood Insurance Rate Map to deliver to the Texas Water Development Board (TWDB) an updated local flood map, information on how this map was created, and a sworn statement that the map was developed to the best knowledge of the floodplain manager. The bill would require TWDB to certify submitted maps and requires the Texas Commission on Environmental Quality to consider these maps when issuing a permit for a municipal solid waste landfill or transfer station that would be located within a floodplain.
Based on the analysis of the Texas Commission on Environmental Quality and TWDB, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
