The bill would establish an advisory board to study surface and groundwater interaction to be composed of members as identified in the bill and requiring this board to produce the study no later than December 1, 2020. Based on the analysis of the Texas Commission on Environmental Quality and the Texas Water Development Board, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be absorbed with existing resources.
