The fiscal implications of the bill cannot be determined at this time because the fiscal impact would be dependent on which performance-based incentives and teacher and development initiatives were selected.

The bill would amend the Education Code to require the Higher Education Coordinating Board (Board) to provide performance-based incentives to institutions of higher education based on the state's master plan for higher education. The bill would also require the Board to provide grants or other funding to support teacher initiatives and development initiatives. Under provisions of the bill, these initiatives may include 1) professional development for teachers to increase teacher quality and student outcomes, 2) student loan forgiveness programs for high-performing students who commit to teach in public schools of the state for at least eight years, 3) teaching associate degree programs that leads to teacher certification or 4) competitive grant program to improve teacher quality. Under provisions of the bill, the Board would determine eligibility criteria for and the amount of funding for each initiative established by the bill.

According to the Board, the fiscal impact of the bill cannot be determined, since it would be dependent on which performance-based incentives and teacher and development initiatives were selected.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
