The combined fiscal impact of the joint resolution and the corresponding enabling legislation are shown in the fiscal note for House Bill 42.
The cost to the state for publication of the resolution is $177,289.
The resolution would amend Article III of the Texas Constitution by adding Section 51-b to authorize the legislature to allocate a portion of oil and gas production tax revenue to counties from which oil and gas production originated. The distributed money would be used solely to supplement construction and maintenance of county roads and bridges that are impacted by oil and gas exploration and production activities.
HJR 13, in and of itself, has no fiscal impact, as it has no effect unless the corresponding enabling legislation is adopted. See the fiscal note for House Bill 42 for the fiscal impacts of the joint resolution.
This proposed constitutional amendment would be submitted to voters at an election to be held on November 5, 2019.
