No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $177,289.


The resolution would amend the Texas Constitution to authorize the creation of a Regional Mobility Authority (RMA) by local law.

According to the Department of Transportation (TxDOT), there is no direct fiscal impact to TxDOT from the creation of an RMA as TxDOT does not fund these entities (the agency may make loans to RMAs).  However, RMAs could deliver transportation projects that would have otherwise cost state dollars and therefore could indirectly allow state funds to go to other transportation projects.

Local Government Impact

According to the Texas Association of Counties, no fiscal impact to counties is anticipated.

According to selected Regional Mobility Authorities (RMA), no fiscal implication to other RMAs is anticipated.
