No fiscal implication to the State is anticipated, other than the cost of publication.
The cost to the state for publication of the resolution is $177,289.
Th bill would propose to amend the Texas Constitution to allow the Legislature to authorize a government entity to transfer a law enforcement dog, horse, or other animal to the animal's handler or another qualified caretaker for no consideration on the animal's retirement or at another time if the transfer is in the animal's best interest. The bill provides that the amendment will be placed on the November 5, 2019 general election ballot, and it provides the ballot language.
