No significant fiscal implication to the State is anticipated.

The estimated two-year net impact to General Revenue Related Funds for HB3, As Engrossed is a negative impact of ($9,928,538,464) through the biennium ending August 31, 2021; the estimated two-year net impact to General Revenue Related Funds for HB3, As Passed 2nd House is a negative impact of ($14,984,981,236) through the biennium ending August 31, 2021; and the estimated two-year net impact to General Revenue Related Funds for HB3, Conference Committee Report is a negative impact of ($11,600,176,814) through the biennium ending August 31, 2021. 

Certain elements of the Conference Committee Report are outside of the boundaries of the underlying bills. Examples include, but are not limited to, the applicability of a formula to be provided through the small and mid-sized allotment for districts with fewer than 300 students in average daily attendance who is the only district operating in a county; a study on alternative career readiness measures for small and rural districts; a subsidy for high school equivalency examination for certain individuals; and a study on district property tax compression. However, because the total aggregate estimated two-year net impact to General Revenue Related Funds of the Conference Committee Report is greater than HB 3, As Engrossed, and less than HB 3, As Passed 2nd House, the resolution has no significant fiscal impact to the state.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
