No significant fiscal implication to the State is anticipated.

The bill would amend statute to require the Texas Division of Emergency Management (TDEM) to develop guides for disaster response and recovery. The bill would also establish a wet debris study group, an emergency management work group, and require a study examining: the feasibility of a single intake form that would compile all information needed to obtain disaster assistance from multiple state and federal programs for an individual who needs assistance as a result of a disaster; and an automated intake system for collecting the information disaster recovery study.

The provisions of the bill would take effect September 1, 2019.


Local Government Impact

According to the Texas Association of Counties, the bill would provide long-term benefits to counties affected by future disasters, but the extent of the benefit to specific counties cannot be determined at this time.
