May 17, 2019

TO:
Honorable Dade Phelan, Chair, House Committee on State Affairs

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB29 by Hall (relating to the use by a political subdivision of public money for lobbying and certain other activities.), Committee Report 2nd House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Government Code to modify an existing restriction on the use of public money for lobbying activities by certain political subdivisions. The bill would also require certain disclosures from these subdivisions on an annual financial report.

Local Government Impact

According to the Texas Municipal League, the cost of the bill cannot be determined but could be substantial due to future changes in laws that could impose unfunded mandates on cities and the passage of legislation that could be detrimental to the interests of municipal residents.
