No significant fiscal implication to the State is anticipated.

The bill would amend Section 162.007(a) of the Family Code related to the Health, Social, Educational, and Genetic History (HSEGH) report to include information related to alcohol and controlled substance abuse. The bill would amend subchapter A of the Family Code to add section 264.019 to require the Department of Family and Protective Services (DFPS) to collect and track data in the Information Management Protective Adults and Children in Texas (IMPACT) system related to children affected by alcohol and controlled substance abuse. DFPS would adopt any rules to implement the provisions of the bill and would be required to implement the provisions of the bill only if the commissioner determined that sufficient funds were appropriated to make the necessary upgrades to IMPACT. If DFPS has determined that funds are not sufficient, upgrades would be implemented no later than the date of DFPS's next update to IMPACT.

DFPS would be required to submit a report by November 1, of each even numbered fiscal year for the preceding fiscal year containing information required by section 264.019 of Family Code, as well as post to the report on DFPS's website and electronically submit the report to the legislature.
 
The bill would take effect September 1, 2019.

Based on the LBB's analysis of DFPS, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
