No significant fiscal implication to the State is anticipated.
The bill would amend provisions of the Transportation Code relating to electronic toll collection by a toll project entity [including the Texas Department of Transportation (TxDOT) and local toll project entities] and payment for the use of a highway toll project. The bill would require TxDOT provide electronic toll collection customers with an option to authorize automatic payment of tolls through the withdrawal of funds from the customer's bank account. The bill would require toll project entities to determine whether a vehicle has a corresponding active electronic toll collection customer account and satisfy any outstanding toll charges from the account before sending an invoice or notice of unpaid tolls to the registered owner of the vehicle.
Based on the information and analysis provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
