FROM:

Legislative Budget Board

IN RE:
SB323 by Huffman (relating to the review of ballot proposition language for certain political subdivision elections.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to require a review of ballot proposition language in certain elections in certain counties to ensure that it is clear and understandable to the average voter. The bill specifies certain review mechanisms.

According to the Secretary of State, the bill would have no significant fiscal impact to the State. The agency would revise advisory materials within existing resources.

According to the Office of Court Administration, though a panel of three judges would have to be convened to do the work under the bill, this additional work could be absorbed using existing judicial resources.

Local Government Impact

According to the Texas Association of Counties, Williamson County anticipates the bill would increase costs by more than $10,000 per election. Bexar and El Paso counties do not expect a significant fiscal impact from the bill.

According to the Office of Court Administration, no significant impact to local courts is anticipated.
