No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 40 of the Human Resources Code to require the Department of Family and Protective Services (DFPS) to develop a strategic plan no later than December 30, 2019 for the coordinated implementation of community-based care as well as foster care prevention services that meet the requirements of Title VII, Div. E, Pub. L. No. 115-123. The bill would require DFPS to consult with the Health and Human Services Commission (HHSC), the Department of State Health Services (DSHS), and community stakeholders to identify the network of services providers required in the plan. It is assumed that the provisions of the bill could be implemented using existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019. It would expire March 1, 2020.
