No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 40 of the Human Resources Code to require the Department of Family and Protective Services (DFPS) in consultation with the Health and Human Services Commission (HHSC), the Department of State Health Services (DSHS), and community stakeholders to develop a strategic plan no later than September 1, 2020 to meet the requirements of Title VII, Div. E, Pub. L. No. 115-123. DFPS, HHSC, and DSHS have determined that the provisions of the bill could be implemented using existing resources. The bill would take effect September 1, 2019 and expire March 1, 2021.
