FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

March 29, 2019

TO:
Honorable Charles Perry, Chair, Senate Committee on Water & Rural Affairs

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB483 by Campbell (Relating to permits for certain injection wells that transect a portion of the Edwards Aquifer.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Texas Water Code to allow the Texas Commission on Environmental Quality (TCEQ), under certain circumstances, to issue a permit for the injection of fresh water into a well that transects the Edwards Aquifer that is within the external boundaries of the Barton Springs-Edwards Aquifer Conservations District. The bill would take effect immediately upon a two-thirds vote, or on September 1, 2019.

Based on the analysis of TCEQ and the Railroad Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
