No significant fiscal implication to the State is anticipated.
The bill would require hospitals, birthing centers, or other custodians of records to submit records regarding a pregnancy-related death to the Department of State Health Services (DSHS) not later than the 30th business day after receiving a request from DSHS.
The bill would require the Health and Human Services Commission (HHSC) to establish and operate a maternal mental health peer support pilot program to reduce the risk for and manage the effects of perinatal mood and anxiety disorders in women through peer support services at federally qualified health centers (FQHCs). The pilot program would be established in five counties meeting certain criteria. In establishing the program, HHSC would consult with the Maternal Mortality and Morbidity Task Force to develop a method for collecting data.
DSHS indicates that the provisions of the bill could be absorbed with existing resources. HHSC indicates that there would be some costs related to establishing or amending contracts with FQHCs, service provision, and staff. This analysis assumes that these costs could be absorbed using existing resources.
