No significant fiscal implication to the State is anticipated.
The bill would amend the Natural Resources Code regarding the Veterans' Land Board (VLB). The bill would extend the Sunset Act review date for the VLB from 2019 to 2031. As a constitutionally-created board, the VLB is subject to review but not abolishment under the Sunset Act. The bill would require the VLB to develop and implement policies that clearly separate its policy-making responsibilities from its management responsibilities. The bill would require the Commissioner of the General Land Office to create a training manual for VLB members.
Based on the analysis of the General Land Office, the Sunset Advisory Commission, and the Comptroller of Public Accounts, the provisions of the bill could be implemented with existing resources.
