LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 22, 2019

TO:
Honorable Charles Perry, Chair, Senate Committee on Water & Rural Affairs

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB641 by Huffman (Relating to dangerous wild animals; providing penalties; creating a criminal offense; authorizing a fee.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would prohibit owning, possessing, selling, transferring, breeding, or having custody or control of certain dangerous wild animals (DWAs), except under certain conditions. For those exceptions, the bill would require the Health and Human Services Commission to develop a DWA registration form and authorize the agency charge a registration fee in an amount to cover its related administrative costs. The bill would repeal provisions requiring DWAs to be registered through local animal control offices or county sheriffs.

The Health and Human Services Commission and Department of State Health Services indicate that the provisions of the bill could be absorbed using existing resources.

Although registration fees and civil and criminal penalties authorized by the bill could produce additional revenue to the state and to counties, the Comptroller of Public Accounts indicates that those amounts cannot be determined.

Local Government Impact

The fiscal implications of the bill to local governments cannot be determined at this time.
