No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to add a permitted exemption for open-enrollment charter schools from certain municipal drainage requirements and to require that any exemption be granted both to these schools as well as school districts.
According to the Texas Education Agency, the bill would have no fiscal impact on the State.
Local Government Impact
According to the Texas Municipal League, no significant fiscal implication to units of local government is anticipated.
According to the Texas Education Agency, the bill would represent a savings for charter schools that own their own property, as commercial fees related to municipal drainage vary but can cost $40 an acre impervious area (43,560 square feet). However, this would also represent a loss to the city which collected the fee.
