No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code to modify the procedures for the voters of a Tier 1 County to petition to be considered a Tier 2 County for the purposes of annexation.
Local Government Impact
According to the Texas Municipal League (TML), the bill would have an indeterminate but significant fiscal implication to units of local government. TML estimates that the framework for annexation following passage of the bill would reduce the ability of municipalities to annex areas surrounding their boundaries.
According to the Texas Association of Counties (TAC), the bill could have a significant fiscal impact on counties in those cases where the annexation elections are held on the May uniform election day. However, for any annexation elections held on the November uniform election day, TAC anticipates that there would not be significant fiscal impact to counties.
