FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 3, 2019

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB820 by Nelson (Relating to a requirement that a school district develop and maintain a cybersecurity framework.), As Introduced

No significant fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to the designation of a cybersecurity coordinator by each school district could be absorbed using existing resources.

Local Government Impact

The bill would require districts to designate a cybersecurity coordinator and report to TEA any cyber-attack, attempted cyber-attack, or other cybersecurity incident as soon as practicable upon discovery of the attack or incident.   Districts would also be required to develop and maintain a cybersecurity framework for securing district infrastructure and risk assessment and mitigation planning, consistent with DIR standards. The bill could result in increased costs for districts to the extent that they do not already have personnel serving similar functions
