No significant fiscal implication to the State is anticipated.

Based on the Legislative Budget Board's analysis of the Health and Human Services Commission, it is assumed that the provisions of the bill relating to administration of a grant program to support community mental health programs for veterans and their families could be absorbed using existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019.

No significant fiscal implication to units of local government is anticipated.
