No fiscal implication to the State is anticipated.
The bill amends the Edwards Aquifer Act by establishing that a utility owned by the City of San Antonio may withdraw groundwater from the Edwards Aquifer without a permit if the groundwater will supply a military installation for human consumption, irrigation, operations, mission support, or infrastructure maintenance. Additions to the EAA Act regarding military installation supply by a municipally owned utility do not supersede biological opinions issued by a federal agency.
The bill would take effect September 1, 2019.
According to the Texas Military Department, Soil and Water Conservation Board, and Water Development Board, no fiscal impact is anticipated.
