The bill would amend the Election Code to prohibit the use of governmental communications systems to distribute political advertising by staff of a political subdivision or third party. Based on the analysis of the Office of Court Administration and Office of the Attorney General, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. This estimate assumes court cost revenue increases resulting from establishment of the civil penalty as provided in the bill would not have a significant impact.
