SB1010 by Perry (Relating to rules adopted by groundwater conservation districts overlying a common aquifer.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to restrict the authority of groundwater districts to make or to enforce rules that are dissimilar to rules promulgated by other groundwater districts that overlie the same aquifer.

According to the Water Development Board, the requirement that districts outline the reasons for rules that differ from those of neighboring districts may require a change to the agency's procedures and check-lists for evaluating the administrative completeness of groundwater management plans.
