No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 2054 of the Government Code, regarding information resources.

The bill would prohibit a vendor from assigning the vendor's rights under a contract to a third party unless the assignment is approved by the Quality Assurance Team (QAT). The bill would require a state agency to inform the Legislative Budget Board and QAT if a vendor proposes to make such an assignment. The provisions of the bill would apply only to a contract awarded by a state agency for a major information resources project or for a contract involving sensitive personal information.

The Comptroller of Public Accounts and State Auditor's Office indicate there would be no significant fiscal impact, any additional work resulting from the passage of this bill could reasonably be absorbed with current resources. This analysis assumes any costs to the Department of Information Resources could be absorbed within current resources.
