No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 2262 of the Government Code, regarding information resource projects.
The bill would prohibit a vendor from assigning the vendor's rights under a contract to a third party unless the assignment is approved by the state agency. The bill would require a state agency to inform the Legislative Budget Board, at least 14 days before approval or rejection, if a vendor proposes to make such an assignment. The provisions of the bill would apply only to a contract awarded by a state agency for a major information resources project involving sensitive personal information in a foreign country.
Any additional work resulting from the passage of this bill could reasonably be absorbed with current resources.
