No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code §372.053, relating to veteran toll discount programs, to authorize a toll project entity to limit to no more than two the number of transponders issued to an eligible participant in the entity's program for which free or discounted use of the entity's toll project is provided. The bill would require a toll project entity that adopts such a limit to allow for the issuance of one extra transponder on a demonstration of hardship by the participant as determined by the entity. The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or otherwise on September 1, 2019.

Analysis provided by the Texas Department of Transportation (TxDOT) indicates that implementation of the bill would reduce the number of vehicles qualifying for a veteran toll discount, which would result in a reduction the department's costs of reimbursing the Central Texas Turnpike System for waived tolls under TxDOT's current veteran discount program. Based on the information and analysis provided by TxDOT, it is assumed the provisions of the bill would not result in a significant fiscal impact to the State.

No significant fiscal implication to units of local government is anticipated.
