No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission (HHSC), in collaboration with the Texas State Library and Archives Commission (TSLAC) and other appropriate state agencies, to conduct public awareness and outreach campaigns for aging adults who are blind or visually impaired by attending health fairs and working with relevant organizations and groups. The bill would also require HHSC to establish a toll-free number, post resources on their website, designate a contact to assist with locating and obtaining appropriate services, and encourage awareness of reading services offered by TSLAC. It is assumed that the provisions of the bill could be implemented using existing resources. The bill would take effect September 1, 2019.
