No significant fiscal implication to the State is anticipated.
The bill would amend the Code of Criminal Procedure to allow a forensic analyst to testify by video teleconference as a witness in the prosecution of a criminal offense if approved by the court, a method of electronically transmitting documents is available, and the teleconferencing system is encrypted.
Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The bill would take effect September 1, 2019.
