The State Soil and Water Conservation Board is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the State Soil and Water Conservation Board may, but is not required to, implement a provision of this Act using other appropriations available for that purpose. The appropriation that would be made by this Act would be contingent on the agency receiving $10,000,000 in federal funds for the purpose of eradicating carrizo cane during the biennium ending August 31, 2021.

Fiscal Analysis
The bill would appropriate $10,000,000 in General Revenue funds in the biennium ending August 31, 2021 to the State Soil and Water Conservation Board for the purpose of eradicating carrizo cane along the Rio Grande River contingent on the agency receiving at least $10,000,000 in federal funds for the same purpose.
The bill would take effect September 1, 2019.
Methodology
The table above reflects General Revenue costs that would be realized upon the State Soil and Water Conservation Board receiving at least $10,000,000 in federal funds for the purpose of eradicating carrizo cane during the 2020-21 biennium. The appropriation authority would be available in both fiscal years of the 2020-21 biennium.
