No significant fiscal implication to the State is anticipated.
The bill would nullify the Health and Human Services Commission's right of reverter on property located in Howard County, Texas, contingent upon certain conditions being met. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019.
Based on the Legislative Budget Board's analysis of the Health and Human Services Commission and the General Land Office and Veterans' Land Board, it is assumed that the provisions of the bill relating to the release of a reversionary interest in certain real property could be absorbed using existing resources.
