The potential revenue to the state resulting from the collection of penalties assessed to political subdivisions of the state that do not comply with provisions of the bill is indeterminate.
The Comptroller of Public Accounts is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the agency may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.
It is assumed that the provisions of the bill relating to expanding and renaming the Special Purpose District Public Information Database to include certain information for all political subdivisions of the state which meet certain financial criteria could be absorbed using existing resources. The bill would apply current penalties for noncompliance with provisions requiring submittal of relevant information to the Comptroller of Public Accounts for operation of the database to all affected political subdivisions. The frequency with which the penalties would be applied and collected is unknown and therefore, any potential revenue increase to the General Revenue Fund is indeterminate.
