Honorable Eddie Lucio, Jr., Chair, Senate Committee on Intergovernmental Relations
FROM:
John McGeady, Assistant Director Sarah Keyton, Assistant Director Legislative Budget Board
IN RE:
SB1253 by Kolkhorst (Relating to a public database maintained by the comptroller of information about certain political subdivisions.), As Introduced
The potential revenue to the state resulting from the collection of penalties assessed to political subdivisions of the state that do not comply with provisions of the bill are indeterminate.
It is assumed that the provisions of the bill relating to expanding and renaming the Special Purpose District Public Information Database to include certain information for all political subdivisions of the state which meet certain financial criteria could be absorbed using existing resources. The bill would apply current penalties for noncompliance with provisions requiring submittal of relevant information to the Comptroller of Public Accounts for operation of the database to all affected political subdivisions. The frequency with which the penalties would be applied and collected is unknown and therefore, any potential revenue increase to the General Revenue Fund is indeterminate.
Local Government Impact
According to the Texas Association of Counties and the Texas Municipal League, no significant fiscal implication to units of local government is anticipated.
